Background of the Human Services Division and the various Departments
York County has a long tradition of providing for the needs of its citizens. A county’s prime responsibility, according to the County Code and Commonwealth Law, is to act in concert with the commonwealth to carry out a variety of services to meet the needs of its citizens. Over the years the state government shifted programs from the state to the county level. State government continues to pass through to counties expanded responsibilities for the administration of a variety of services and programs.

To manage the increasing number of services and the state regulatory requirements that accompanied each service the York County Commissioners developed and assigned the management of human service programs to a central administrative office, the York County Human Services Department. The organization and responsibilities of the Department are described in Section I.

The original Departments that received state funding were referred to state-wide as the Categorical Programs. The Categorical Programs are statutorily based programs of the Department of Public Welfare which are designated to serve specific consumer populations, with eligibility defined by age, disability or service need.

During the past years, additional Programs have been added to this Division, some of which are also legislative based, though not from the Department of Public Welfare. All of the Departments or Programs of this Division listed below with a (*) notation identify those that were the original Department of Public Welfare ‘Categorical Programs. The Departments or Programs added within recent years are identified by the year that they were added into the Division.

How the Human Services Division is Organized

The structure of the Human Services Division is detailed in the Organizational Chart. Sources of Funding for the Departments in the Human Services Division

The funding of Human Service Division Programs varies from single source funding to a mix of multiple sources, with the traditional sources being federal, state and county funds. The four charts listed below provide numerical and graphical information on the income and the costs associated with the programs in the Human Services Division.
